China Demands Cosmetics Packaging Not Exceed 4 Layers

To accelerate the promotion of green and low-carbon development and help achieve carbon neutrality goal, the State Administration for Market Regulation (Standards Committee) of China recently approved the release of the mandatory national standard GB 23350-2021 "Restricting excessive packaging requirements for products, food and cosmetics".

China Say No To Excessive Packaging for Cosmetics and Food

In order to solve the problem of excessive packaging of food and cosmetics, the State Administration of Market Supervision (Standards Committee), in conjunction with the Ministry of Industry and Information Technology and other departments, organized relevant standardization technical committees and technical institutions, revised the 2009 version of the standard, and formulated and issued a new "Restriction of Excessive Commodity Packaging requirements food and cosmetics" national standards. The new standard specifies requirements for packaging void ratio, packaging layers and packaging cost, as well as corresponding calculation, testing and determination methods. The specific contents include: First, the packaging requirements of 31 categories of food and 16 categories of cosmetics are standardized; the second is to greatly simplify the method for determining excessive packaging of products. Consumers only need to check the weight or volume of the product itself and measure the outermost packaging. Through calculation, we can preliminarily determine whether the product has excessive packaging; the third is to strictly limit the number of packaging layers. Food and processed products should not exceed three layers of packaging, and other foods and cosmetics should not exceed four layers. Package. The new standard is conducive to guiding green production and consumption, and also conducive to effective supervision.

The new standard will will take effect on September 1, 2023, setting a two-year transition period for enterprises and the market. In the next step, the General Administration of Market Supervision will work with relevant departments to resolutely implement the new development concept, combined with the new deployment and new requirements of carbon peak and carbon neutrality, freely disclose the full text of the standard, and systematically develop the standard Publicize and implement training, strengthen supervision and law enforcement, and urge food and cosmetics manufacturers to initiate diagnosis of compliance with standards and design of product packaging in compliance as soon as possible. At the same time, raise public awareness of environmental protection, advocate reasonable consumption, and guide consumers not to buy over-packaged products, and jointly create a beautiful living environment with blue sky, green ground and clear water.
